If you are already aware of that then what is your intention behind Silver-samas inquiry? It was Silver-sama who came to our rescue while the adventurers selected by the council caused harm to the Empire. Byunching an inquiry on the person who prevented the disaster, I do not think that this councils neutrality can be trusted.
